WHY BAHUJAN SAMAJ MUST RESORT TO TACTICAL VOTING AGAINST JAN LOKPAL IN 2012

The Jan Lokpal Movement has been described as “ Upper Caste Uprising” by the great Dalit intellectual Chandrabhan Prasad. The movement relied on 24x7 media support, crores of anonymous donations and of course lakhs of youth who came out in the streets. The Sangh Parivar has openly claimed credit for the role of its swayamsevaks. The media and other corporate houses are yet to claim credit for the 24x7 propaganda support and crores of anonymous donations. So far, what has been the achievement of this “Upper Caste Uprising” ? It has achieved what the JP Movement and Ramjanmabhoomi movement failed to do-subvert representative democracy which is the foundation of Babasaheb’s constitution. The Sangh Parivar backed movement has usurped the supreme legislative power of the nation by drafting laws and coercing parliament to pass it without any deviation. It has killed representative democracy! The power of lawmaking has shifted from Parliament to Ramlila Maidan! The present movement is launched for the noble cause of eradicating corruption. The next movements will be launched for  the noble causes of egalitarianism, women’s empowerment, checking population explosion, safeguarding national integrity, promoting indigenous culture and other issues important for sponsors of this movement.

By uprooting the foundation of Babasaheb’s constitution, secularism and the entire constitutional safeguards for Bahujan samaj is in danger not to speak of the promised reservation in private sector. As a matter of fact, the immediate trigger for launching this Jan Lokpal movement is to discredit and dislodge the Congress led United Progressive Alliance (UPA) from power to prevent it from delivering its promise of reservation in the private sector. The only logical reason for explaining Mayawatiji’s open support to this movement is her fear of UPA delivering its promise of private sector reservation which will take away a large chunk of her Bahujan support base.

Bahujan samaj must clearly understand that the only tangible progress in Bahujan Sangharsh will be achieved when there is reservation in private sector. We have seen four stints of Behenji’s Chief Ministership. Now she is demanding a fifth stint from us. We must deeply ponder over whether a fifth stint for her is more important than Bahujan Sampoorna Kranti through reservation in private sector.

If the Congress led UPA go down as a result of this Sangh Parivar backed Jan Lokpal movement, it will sound the death knell for our hope of private sector reservation. No other socio-political force has the will to actually implement this policy. Babasaheb’s view about urbanization as the antidote for the casteist oppression of village India can not be achieved without throwing open the gates of private sector jobs in cities to Bahujan samaj.The 2012 “mini-election” will be the most crucial election in the history of Bahujan Samaj. The private sector of India’s economy employs seven crore workers. Ensuring reservation for Bahujan samaj will lead to Total Revolution in the condition of Bahujan samjaj. It is imperative to defeat the forces of Jan Lokpal by strengthening the hand of Congress led United Progressive Alliance (UPA) which is the only socio-political force having the will and desire to implement reservation in private sector. Without adequate socio-political support from Bahujan samaj and Minority community, the Congress led UPA will  continue to lack the political strength to implement this policy in the face of bitter opposition from the Jan Lokpal forces. The Congress led UPA’s implementation of sub-quota for Minorities like Muslims and Buddhists has clearly shown that the wheels of Total Revolution is moving forward. It has raised great hopes that Total Bahujan Revolution is achievable  if  only UPA can achieve success in the coming “mini-election”. Despite lack of required numbers in parliament, victory in 2012 will provide the moral strength to go through its promise of reservation in the private sector in 2013. The ball is in the court of Bahujan samaj and we must not miss this golden opportunity to strengthen the hand of Congress led UPA for Bahujan Sampoorna Kranti by extending the benefit of reservation in private sector .



FIFTH CM STINT FOR MAYAWATI OR BAHUJAN SAMPOORNA KRANTI


The coming 2012 election in the five states of  Uttar Pradesh, Punjab, Uttarakhand, Manipur and Goa will be a historic battle for Bahujan Movement. It will be fought over the issue of whether Bahujan Samaj of Uttar Pradesh will vote for giving Behenji Mayawati her fifth term as the Chief Minister of  India’s largest state or whether Bahujan Samaj of Uttar Pradesh will vote tactically for Total Revolution in the condition of Bahujan Samaj in all the states of our country through reservation in private sector.By making the right choice in this historic election, Bahujan Samaj will either achieve a Total Revolution as important as Babasaheb’s constitution or at best,be happy with another term for Behenji as Chief Minister of Uttar Pradesh for the fifth term. To have a clear understanding of the two choices, it will be essential to have a clear and open mind on Babasaheb’s  vision for Bahujan Movement  and the path that is taken by the BSP under Mayawatiji’s leadership.

The Congress Party had promised reservation in private sector for the Bahujan samaj which saw a greatly alarmed corporate India making hectic behind the scene moves for stalling it. After exhausting all channels for stalling this pro-Bahujan move, corporate India is now desperately supporting and keeping its hope on this "Upper Caste Uprising" called Jan Lokpal Movement  whose modus operandi is to discredit and dislodge the Congress led UPA from power to prevent it from fulfilling its promise of private sector reservation. The recent scuttling of FDI in retail sector due to pressure from ally Trinamool Conress chief Mamata Banerjee clearly shows the vulnerability of the Congress led UPA when it comes to taking bold decisions. This also painfully highlights the tactical miscalculation that we had committed in using our votes to elect two dozen or so BSP MPs who are supporting the Congress led UPA from outside anyway. Had we transferred our votes to the Congress directly during the 2009 election, it would have led to a decisive mandate for the Congress and its poll promise of reservation in private sector. The only way to remedy this will be to give a clear mandate to reservation in private sector by tactically voting enmasse for the Congress. Despite its lack of sufficient madate, this will be a moral boost to the Congress led UPA to go ahead with its poll promise in the face of stiff resistance from all corners.

The only alternative choice other than this is to give our mandate for Behenji's fifth stint as Chief Minister of Uttar Pradesh. We had witnessed four of her earlier stints and we need to ponder if her fifth term will be in any way different from her four earlier stints. Will she achieve miracles that she could not achieve in her four earlier terms with the decisive mandates ? Will BSP leaders and relatives continue to be the main beneficiaries of Behenji’s fifth stint as CM ? Will crimes against Dalits continue to soar even during her fifth term ? Will she start concrete programs for economic upliftment of Dalits atleast during the fifth term ?
There are too many questions that require indepth analysis but we may be spared with this trouble by the reality that even this rosy scenario is unlikely to happen if we are to consider the 2009 election where Minority communities had shifted alliance to the Congress. The Minority communities’ choice is likely to be the Congress again due to the implementation of 4.5 p.c sub-quota for minority communities. This can and is likely to ensure that all the BSP legislators we elect will sit in the opposition benches of Uttar Pradesh Vidhan Sabha or end up supporting a Congress Government from outside yet again. This will be a very grim situation for Bahujan Samaj.

Behenji Mayawati seems to have realized this grim possibility and in a desperate bid for a fifth term, she has openly supported the Jan Lokpal Movement for fear of upsetting her sarvajan formula and to prevent sections of Bahujan voters from going to the Congress over the issue of private sector reservation. This is the darkest chapter in the history of Bahujan Movement. BSP under Mayawatiji’s leadership has clearly made a Himalayan political blunder by supporting the Jan Lokpal Movement and emerging as the biggest obstacle to Bahujan Movement. Every vote that goes to the Congress in 2012 will be a  tactical vote for strengthening the Hand that  promises Bahujan Sampoorna Kranti through reservation in private sector. Every vote that goes to the BSP will make the situation of Bahujan Samaj even more grim than it already is.

FROM RAM JANMABHOOMI TO RAMLILA MAIDAN: THE SANGH PARIVAR BACKED MOVEMENT FOR DESTRUCTION OF BABASAHEB'S CONSTITUTION

The Sangh Parivar backed Jan Lokpal Movement has subverted representative democracy enshrined in Babasaheb Ambedkar's Constitution. Street and media power backed by corporate finance has clearly destroyed the fabric of Babasaheb's constitution by allowing self righteous people to dictatae Parliament and Government. The Jan Lokpa drafted by some individual colleagues of Anna Hazare shows numerous instances of suppressing the democratic rights and constitutional safeguards accorded to the Bahujan Samaj and other weaker sections of society like ST/MBC/OBC and Minorities.  The Jan Lokpal exclusively drafted by self-appointed individuals has totally suppressed the democratic and constitutional rights of the Bahujan Samaj and other weaker sections.Some of the major loopholes and weaknesses of the Jan Lokpal are:

1). Bahujan Samaj and other weaker sections of society are denied to have a say in the process of drafting and enacting the crucial law as some select individuals appoint themselves to draft it and the same is forced upon the Government and parliament without ascertaining the views of all stake holders including Bahujan Samaj and other weaker sections. This ensures that the will of only a small elite section of the society is considered in drafting and enacting the law which is nothing but a clear case of raping the democratic and constitutiional rights granted by Babasaheb Ambedkar's constitution to the Bahujan Samaj and other weaker sections.

2). There are no adequate safeguards for proportionate representation of Bahujan Samaj and other weaker sections in the panel of  Team Anna's Jan Lokpal. This will ensure that Bahujan Samaj will have no representation in a superpower supra-constitutional authority enjoying powers of a Dictator over the President, Prime Minister, Parliament, Supreme Court, Defence forces, Police and the entire Bureaucracy. The dangers of not ensuring proportionate representation in this Dictator body can not be over emphasized.

3). There are no adequate provisions for preventing misuse of anti-corruption laws to  victimize upcoming leaders of Bahujan Samaj and other weaker sections of society. The case of Justice P.D Dinakaran  clearly shows the need for such special provisions.

4). There are no adequate provisions for special investigation and prosecution of corruption cases relating to mismanagement of funds and benefits and subtle deprivation of public services to members of Scheduled Castes  and other weaker sections of society. Awarding highest punishment to offenders in these cases will deter recurrence of such cases. The case of Kiran Bedi's daughter obtaining medical seat meant for Tribal natives of Mizoram is a worthy example of how Tribals are continually deprived of their benefits and the biased attitude of society as well as governmental agencies when Tribals complain about these incidents. It is imperative for any effective Lokpal to bring such incidents within its purview by providing special provisions for speedy investigation and prosecution. The Jan Lokpal unfortunately has no special provisions in this regard.

5).The Jan Lokpal has no provisions for tackling malicious attacks on vulnerable employees and upcoming leaders belonging to Bahujan Samaj and other weaker sections through false, frivolous and vexatious complaints. The manner in which Right to Information (RTI) Act has been misused in some cases raises the need for special provisions in this regard.

6). Jan Lokpal envisages to bring only Government funded NGOs under its purview. Many fake and mischievous NGOs indulging in various forms of attrocities and exploitation like human trafficking where members of Scheduled  Castes/Tribes are the main victims have been surprisingly left out of its purview.

7). Sources of funding of political parties that support anti-Tribal forest, land  and mineral resources policies and  spew venom on Minorities and other weaker sections not included within the purview of Jan Lokpal.

8).Sources of funding of cultural organizations and unregistered pressure groups indulging in high profile campaigns for uprooting constitutional safeguards of Bahujan Samaj and other weaker sections like the anti-reservation champion Youth for Equality (YFE) excluded from the purview of Jan Lokpal. While Arvind Kejriwal can accept anonymous donations worth crores and deposit them in his Trusts, Bangaru Laxman was penalized by his parent party for merely accepting Two lac ruppees on  behalf of his party. This speaks volumes about the sense of corruption in Indian society.

9). There are no adequate provisions in the Jan Lokpal for special protection of whistle blowers belonging to Bahujan Samaj and other weaker sections of society though past events have clearly shown the need for it.
10).Jan Lokpal contains no provisions for setting up special benches in High Courts to hear corruption cases related to mismanagement of funds and benefits meant for Bahujan Samaj and other weaker sections and to fast track them.

11).Jan Lokpal has no provision for second opinion in respect of punishing employees belonging to weaker sections and Bahujan Samaj from constitutional bodies like NCSC/NCST/NMC to prevent victimization.

12). Jan Lokpal contains no provision for including constitutional bodies like NCST/NCSC/NCOBC/NCMBC/NMC in the commiittee to select Lokpal panel members.

13).There are no provisions for proportionate representatin of civil society members from tribals and other weaker sections in the Independent Search Commiitte.

14).There are no provisions for making Jan Lokpal transparent through regular updating of cases in the websites using all the Scheduled languages and other major Tribal languages.

15).Jan Lokpal does not envisage special safeguards in the composition,nature,function and powers of the Independent Authority that will hear complaints against the Jan Lokpal/

This deliberate exclusion of necessary provisions in the Jan Lokpal will ensure that it becomes a khap panchayat misused for flogging the Bahujan Samaj besides targeting "pseudo-secularists" and "social appeasement fanatics". The Sangh Parivar backed elements have succeeded in dictating the Government and Parliament from Ramlila Maidan clearly destroying the principle of representative democracy enshrined by Babasaheb's constitution. Once representative democracy is destroyed, the next target will automatically be secularism and social justice in that order. Bahujan samaj is clearly in danger!

By launching the Ram Janmabhoomi movement, the BJP could come into power. By launching this Jan Lokpal movement, the Sangh Parivar backed elements have usurped power without getting formally into power. This is nothing but destreuction of Babasaheb's constitution. The critical role that KALYAN SINGH played in the Ram Janmabhoomi is now played by MAYAWATI who has openly supported this RSS backed Jan Lokpal Movement.

The betrayed Bahujan Samaj has the right to raise legitimate questions. Is the RSS exploiting Mayawati's CM PM ambitions to trap her into supporting this anti-Bahujan Movement? Why is she going against the interests of the Bahujan Samaj ? Why is she blowing the shankh while Anna Hazare and his team are going forward to destroy the Constitution ? Is there any secrect agreement between RSS and Mayawati to enable her to come back to power in Uttar Pradesh like the past alliances with the BJP ? If not why is she on the same side with RSS in this Jan Lokpal Movement ? Why is she acting as the NEW KALYAN SINGH OF UTTAR PRADESH ? BSP under the leadership of  Mayawati must answer these questions honestly to the Bahujan Samaj.
 

MAYAWATI IS THE NEW KALYAN SINGH OF UTTAR PRADESH


The Ram Janmabhoomi Movement was launched to destroy the Babri Mosque and the Sangh Parivar backed Jan Lokpal Movement is  launched to destroy Babasaheb's constitution. Its objective  is to create  a national level khap panchayat that will dictate over the entire constitutional organs, from Rashtrapati to Chaprasi, CBI to C & D employees over the ruins of Babasaheb's constitution.

Mayawati has played the role of Kalyan Singh by supporting  the Jan Lokpal movement for destruction of Babasaheb's constitution which is the most sacred temple of the Bahujan Samaj.
